You have not told us what model iPad you have.

If you do not have a cellular iPad, see primarily "Reset your network settings" and "Update your iPhone or iPad" here.

If you see No Service or Searching on your iPhone or iPad - Apple Support

Which sections to follow in the article I attached depends on whether your iPad has a cellular capability or not.

If it does, follow them all. If it does not, follow the two I indicated above.

The "No Service" message refers to cellular service.

You can have Wifi access for internet and have no cellular service and the message will appear.

You would need an active sim card for cellular service, for that message to go away. However cellular service is not something you need to have if you don't want to.

What does it say under Settings->General->About->Model?
