My iPhone says “iCloud Storage Full” but I have 45.1 unused GB?

Whenever I go to delete a Photo it says “Delete Immediately“ and “iCloud Storage is Full” and the photo going into Recently Deleted isn’t an option.

If it makes any difference I have an iPhone 6s.

I have already restarted my phone, restarted the Photos app, and restarted the settings app too.

Can someone help me fix this issue?
