There is a fair chance the iPhone may have been pre-owned ~ and not
new. That would explain some previous Apple ID user name + password.
Return it to the retailer for a refund or exchange; it was not readied for sale
if sold intentionally as pre-owned/used or un-official refurbished model.

If it is on Activation lock, take the device, the original purchase receipt, and a photo ID to the nearest Apple Store.
or contact Apple ID Support. They will need to see the receipt also.
Apple Support by e-mail or chat Select your device, Battery, Power and Charging, then Power adapter not working to get a chat option. If you need to talk to them, ask them if they will do a Skype or FaceTime with you.
I know it was not a resale, refurbished or pre-owned. The person this happened to had it happen on their previous iPhone as well. Googling *** brings up a hit on the Apple forums from over 3 years ago about the same issue. Weird.

Check the App Store and iTunes Store to see if there are any updates for apps/purchases. A request for an old Apple ID password is often caused by updates to apps/purchases that were made when using the old ID. Those purchases are tied to the old ID and can't be transferred. One option is to delete the apps/purchases made by the old ID and download them using the new ID if desired.
If that doesn't work, contact Apple ID Support using the links posted above.
It was not. Brand new activation and setup out of the box. Customer saw the same thing on previous phone. Google shows at least one other person with the same issue in 2014.
Clarification question - it was not what? It wasn't an Activation Lock? I posted the steps about what to do if it was an Activation Lock. If it was something else, more information would help.
Nothing to do with an activation lock. Old phone continuously got pop ups asking for the Apple ID password for ***. New phone had same pop ups after full activation.
