Updating iPad mini from 7.4 to 9.3.5

I have an old ipad mini running iOS 7.4 , I want it upgrade it to iOS 9.3.5 only,despite iOS 11 being released...due to some reasons..is it possible to upgrade to this specific iOS or do I have to do a mandatory upgrade to iOS 11 latest firmware
