The previous owner deactivated their account, however the iPad is still in activation lock.

Not sure what 'deactivated their account' means, but if the iPad is locked to the previous owner's account contact that person, only he/she can potentially help you : Turn off Find My iPhone Activation Lock - Apple Support

I did contact the person and she informed me that she did take the iPad off her account. The iPad is still requesting her credentials after restarting. Anything else that could be done?
Sounds like they haven't removed it. The person is going to the Find iPhone section on http://www.icloud.com ?
