You do not say where you see this purchase. If it is an e-mail are you sure it is real and not an attempt to steal your private information ('phishing') (very common)?

If you still think the charge is real:
See your purchase history in the iTunes Store on a Mac or PC - http://support.apple.com/HT204088 - Does not include purchases made by others under Family Sharing; those have to be checked from their accounts.
If you see ‘itunes.com/bill‘ or an unfamiliar charge on your bank, credit card, or debit statement - https://support.apple.com/HT201382 - "Before you contact Apple to request a refund for a charge you don't recognize"...
If neither you nor a family member (if applicable) has a record of this purchase and you only saw it on a statement for a card you alone control, contact your bank or card company about card fraud. Apple does not handle that.
If you recognize this purchase and are asking for a refund then realize Apple's terms of purchase in the USA are, "All Transactions are final" (https://www.apple.com/legal/internet-services/itunes/us/terms.html), but some countries have different laws so check terms for your country at: http://www.apple.com/legal/internet-services/itunes/. If sales are final then it is Apple's decision if they want to grant a refund. You can always ask, and people do get refunds on a case by case basis, but Apple can also say no.

If you got an email receipt for something which doesn’t show up in your purchase history, including hidden ones, forward it to reportphishing@apple.com as an attachment and then delete it. Otherwise, clickhereand ask the iTunes Store staff for a refund.

Apple does not ever include links to update your login information, or any link that says to dispute the charge. If you hover over that link, or copy and paste it into TextEdit, you'll see it goes absolutely nowhere associated with Apple. The entire purpose of these scams is to get you to click on that link. It will take you to a fake Apple site where the crooks will be very pleased you gave them your Apple ID and password.
In this case, the particular crook lives in Seoul (the email address). Apple has no such domain as appleinfo.com .

Yes. However, before I marked them for the hosts to edit (because each showed their email addresses), userfrombakersfield's and casa1115's were postings of an identical scam email.
casa1115 states "Has been deducted $99.99 from my account", as if it has actually happened, but that's difficult to believe since it was nothing but a scam email claiming to have made the charge.
Has been deducted $99.99 from my account
Did not give me anything
I hope to resolve this issue as soon as possible
I did not authorize this payment nor do I own this phone
**********That's fake; there isn't anything to be stopped. Report it as described above.

Already answered more than once. You haven't been charged anything. All you have to do is open iTunes and check your purchases. You will find no such charge of $99 in it.
There are three people asking questions in this thread. userfrombakersfield appears to have actually been charged; casa1115 got a phishing email.

Both of those postings were from casa1115; the hosts actually removed one of them as opposed to just editing the email out.

Ah! For some reason, I remember them as being one by each person.
I did not purchase anything but my debit card was charged 45.14
