What do you mean by Safari is always going away, it isn't in your Applications, or on your Dock?

If it isn't on your Dock, go to your Applications folder and launch Safari then click and hold the icon in the Dock and choose "Keep in Dock". If it isn't in your Applications folder, then reinstall Mac OS.
