In a recently installed Mac OS, I now have the Photos app. This only shows a few recent photos in the Photo Stream, but there are many more if the stream is viewed on an iOS device. How does one get all of them to appear in Photos?

you do not - MyPhotoStream only contains the photos from the last 30 days to a max of 1000 so you are viewing all of them - on the IOS device you are seeing the photos that have been added to MyPhotoStream fro that device not the photos in MPS - on any other device you see only the ones stored in MPS

My Photo Stream uploads your most recent photos (except Live Photos) so that you can view and import them to all of your devices. Photos are stored in My Photo Stream for 30 days. iCloud Photo Library uploads all of your photos and videos to iCloud and keeps them up to date across your devices.

The settings for all three Macs, and an iPhone are the same. They are linked to the same account.
But that does not ensure, that My Photo Stream will show the same photos on all devices. It is perfectly normal, that you are seeing less photos on a device, where you enabled My Photo Stream the first time.

Your device keeps up to 1,000 photos, even if they're older than 30 days. Photos older than 30 days are removed from the iCloud server, so depending on when you enabled My Photo Stream, your devices might not have the same photos. Due to capacity, your Apple TV might display only your most recent photos.
What is the format of the photos you are not seeing in Photos on your macOS 10.13 Mac? Photos supports less image formats than iPhoto.
Is the My Photo Stream album empty, or are you not seeing it at all?
The My Photo Stream album will not be visible, if iCloud Photo Library is enabled.
And Photos on High Sierra will only download photos from iCloud, if you are connected to Wi-Fi. A cellular connection or ethernet may not work. Is a VPN active?

I'm not even seeing photos from last 30 days on desktop, only ones imported in the new OS. IPhoto would show ALL photo stream items. I can concur this in two ancient MacBooks, showing all of them. They are only not appearing in the Photos app.

If all photos are not there then you may have conflicting setting - what are your iCLoud settings on each device?

Only the recently deleted folder shows photos older than the ones in my Photos photo stream, and obviously, these are surplus/irrelevant to requirement.

I don't understand the question. Do you mean in Photos, or in iCloud settings in System Preferences. In any case, My Photo Stream is on in both places.
The oldest item showing is over 30 days (going back to 2017), but there are a large number of images in between that date and the current ones not showing. Nothing from January shows at all, and random ones from February and March appear. The photos are all shot on the same setting on iPhone, so I can't determine why these would not show.

If it is 'normal' for not all the photos to show straight away, how long does one have to wait? It's been almost a week. The desktop is connected on a regular basis, and there is no VPN at present.
Why would ethernet not work as opposed to Wifi? That makes no sense? Anyway, I am using Wifi.
I am seeing some photos form 2017 and a huge gap of images missing until the ones taken in the past week. It is a total of 71 photos, not 1000.
An ancient MacBook with iPhoto is able to update the photo stream correctly, and did so within a few minutes.

MyPhotoStream dos not contain more that 1000 photos or the last 30 day's photos which ever is less as documented in the linked articles and the posted quotes

I meant, it is normal that My Photo Stream is looking different on each device. It depends, on when you turn My Photo Stream on.

Did you edit the the 2017 photos recently and save the edited version to the camera roll? These photos are not supposed to be in My Photo Stream at all, only, if you edited them andsaved them again to the camera roll on one device. You will only see the photos you recently saved to the camera roll on an iOS device or imported recently. The date the photo has been added to the library needs to be in the last 30 days, not the capture date of the photo.

I am seeing SOME photos way prior to 30 days. It is not even showing ALL the photos from the last 30 days.
iPhoto, on two other machines are showing ALL the updates on a fresh sync. I am not getting it because your comments, and the Apple comments do not correlate with what I am seeing in Photos. Please do not be so patronising, there is clearly a fault/issue/bug/setting issue here. People come to the forums to get help, not to be insulted.

Photo stream, on Photos is not showing all photos from the last 30 days (as described by Apple). The ones prior are not necessarily edited.

Are the most recent photos perhaps Live Photos? My Photo Stream cannot transfer them.
I don't have a Live Photos feature, my phone is too old! :-)
