Ipad is stuck

My ipad is stuck...it has the apple on the screen as if it is coming on. When charger is plugged in, it keeps making the noise about every 10 seconds like it makes when first plugging up to charger. You cannot turn it off. Please help....what can I do to fix this problem? I cannot turn it off, reboot by holding power and home, or get anything on the screen besides the apple symbol.
