My iPhone does not 'remember' all names...

My iPhone 11.2.6 (15D100) does not 'remember' all of the phone numbers and will not find them when I am looking for them in CONTACTS. However, that person will call me and their listing will show up and yet I am not able to find them when search? What can I do so all phone numbers are readily available to me when I conduct a search. Thanks!
