Previous owner is not available to contact. How can I turn off the "find my phone" feature so I can enter my Apple ID info and get the phone set up?

You can't. You either find the previous owner who set up the Activation Lock on that phone or you don't use the phone. Apple will not help you either.

If you bought this phone from someone, I'd suggest you return it for a refund. Or enjoy your new paperweight in the form of an iPhone.

Sorry, but Apple Support will NOT reset the Apple ID on a phone that is activation locked unless the OP can prove he was the original owner of the phone, which in this case he cannot. Your advice won't help the OP at all.
