You already tried to repair the library, right?

That is unfortunately the only option offered by Photos.

If your library is an iCloud Photos Library, you could simply make a copy of your current library on an external drive, as a backup copy, then delete the library from your system drive and enable a new, empty library as your system photo library and your iCloud Photo Library. Wait for your photos and videos to download from iCloud.

If your Photos library is not syncing with iCloud, restore your Photos Library from the last backup you made before Photos stopped working. What kind of backup do you have`

Why did the repair of your library fail? Is your photos library on an external drive? If yes, what is the file system format of that drive?

Try holding down the options key while launching Photos.

Keep holding down the options key, until you are seeing the library chooser panel. Then select to create a new library. If Photos is working on a new library, you need to fix your current Photos Library. Does Photo s work with a new library?
