Once you're unable to access the AppleID that was previously signed in the device, you can follow the steps at iforgot.apple.com for trying to recover the account. If it's not possible and you're the owner of the device, you can call AppleCare with you Proof of Purchase so they can remove the Activation Lock of your device and you start it again.

This would only help if they were the original owner. Given the information in the question, they have purchased a used device, and unless they can contact the original owner, they will not be able to recover anything. Apple will not assist in this, since they are not the original owner.

No, no you can't. You cannot use the steps for iforgot.apple.com and it doesn't matter if he's the current owner of the phone. Apple will NOT unlock this phone because he is not the original owner. Your advice does not offer anything that can help the OP.
