Volume on Airpods

Am having trouble wi AirPod volume. Listen to music infrequently, but listen to podcasts, movies and interactive language study (Rosetta Stone for one) on iPad 10.5 Pro. Even with volume on pad set to lowest level, it’s blasting in my ears (Rosetta) or barely discernible. Siri is of no help, telling me I’m not listening to anything. How can I get this volume set to a tolerable level. Don’t want to damage my hearing. Is there a way to set it on the pad itself for each application?
