Hello Zuhaib220,
The iPhone X has a full sensors test before it starts the iOS. Once it detects that a certain sensor isn't working, it will display an error message. If after restarting the device, restoring with iTunes and trying to set up with no Backup it still not works, it probably is a hardware issue. Visit an Apple Store or an technical assistance for further options.
