Why doesn’t my friend get my text messages?

So my friend and I both use Apple iPhones but he doesn’t receive my FaceTime calls or text messages. This happened when I moved away. I still live in the same country but it just doesn’t work. Please help

why can’t me and my friend can’t call,FaceTime or receive iMessage from each other even though we’re not blocking each other So I got a new phone last month the iPhone XS Max. I thought everything was running smooth until I text one of my friends who has a iPhone as well. I cannot message or FaceTime with on of my friends on an iPad I cannot text or FaceTime on my iPad with only one friend. I can with everyone else , so can she , she can also text me and call me on FaceTime but when I try to call her she does not hear the ring and I get a message failed call, same thing is happening on texts. Please help
