my photo keeps crashing Macbook Pro (13" 2017 - high sierra 10.13.3

I want to erase and re-install my OS because my Photo app keeps crashing

I have "repaired" it 4 times but not making any impact!

I have it backed up - so I am okay clearing it -

just hoping my Microsoft software can be re-installed vs needing to purchase a new one - because it is code only
