I cant get a free app. Whenever i try to download it , it goes to a screen asking for a payment method

I can’t make app purchases I have family sharing. My kids are able to download apps. I can’t download apps. It tells me I can’t use the payment information. I have checked & all payment information is correct. We have used family sharing for years. We started getting iTunes charges that were not ours. I talked to itunes and our credit card company. Both suggested at the time we should cancel our card. We are now using the new credit card information. I am the only one that cant download apps. It tells me I can’t use this payment information. I have an iPhone 7 Plus ios 11.1.2

Purchasing apps through family sharing Why cant I purchase an app on my daughter’s ipad through family sharing when my payment method is good and up to date? The request was approved by me through my phone and tried again directly on her ipad and it wouldnt go through. A message pops up saying “Your purchase could not be completed. For assistance, contact itunes support at www.apple.com/support/itunes/ww/
