Question: Apple ID "locked" on specific devices

I recently made a family member an apple id using their iPhone, but when i try to log in, it says the account is "locked" and gives me the option of resetting the password or answering security question to verify I'm legit. I've tried resetting the password 3 times and answering the security questions, but it still will not log in ON THEIR IPHONE, but when I log in on my apple devices (iPhone and ipad) it logs in perfectly fine and i can download apps. It just doesn't work on their iPhone, ironically enough. f
