my phone keeps asking for my Apple id passwords twice and then quits. trying to make in-app purchase

iPhone 7 Plus, iOS 11.2.6

i am on the phone with them for 3 days. they don't have a clue

Did you download that app using the same Apple ID you're using now?

As you might know, apps are permanently tied to the Apple ID that was used to download / install them.
