How To Synch MP3 and MP4 Files from PC to iPhone?

I am trying to sync MP3 Audio and MP4 Movie files from my PC to my iPhone 7 Plus. The iOS is up to date and is running 11.2.6. I previously had some MP3 files that I copied from my PC to my iTunes account and could "Sync" them to my iPhone by using the "Sync" feature. I uploaded some movies in MP4 format to my iTunes account this weekend, however now everything has been removed from my iPhone including the MP3 files I had on my phone for the last year.

I think I have audio MP3 files and video MP4 files in my iTunes library.

All I want to know is to transfer/copy or sync the content to my iPhone.

The "Sync" button/feature is not working and nothing is synching.

Thank you.

I'm not following things 100% here because of some confusing terminology such as iTunes account (there's no such thing unless you mean library). Also do you mean PC as in Windows computer (another forum) or Mac (this forum)? Are we talking about one computer here or two? Items will be removed from a device if you attach it to a library to which it has never been attached before. You can only sync to one library at a time.
