Help for Apple id

I need help on logging into my Apple ID. I’m asking this question on my new Apple ID that I had to make. I have an Apple ID that has the two factor codes where it sends the code to my trust device well the trusted device had a number change and is not in my possession anymore. I tried the account recovery giving Apple my credit card to use as a check to make sure it’s me and it wants to send things to my trusted device that I don’t have. So I called Apple waited 15-20 minutes on hold and got the I can’t do anything you haft to do it I’m sorry. What do I do? I have all my games from years saved on it and I don’t have the account on any devices. Could I somehow change the trusted number?
