I feel like Live Photos are too tightly locked into the Photos app on my iPhone and Mac. I can export a Live Photo on my Mac and it appears as a photo file and a video file. Photos will cleverly recombine them into a Live Photo if you import them both at the same time.
Are there any other apps that can do this? I would like to be able to play back Live Photos without necessarily using the Photos app.

Thanks. That isn't quite it, and that app's Live Photo export doesn't seem to work.
Just looking for something very simple. I would like to be able export a Live Photo, then view it in a very similar manner as how I view Live Photos in the Photos app, without actually using the Photos app. Ex. select the exported still photo and accompanying movie file, and then view them as a Live Photo like you can in the Photo app.
For example, I might want to send a friend a bunch of Live Photos, and they may not want to import them all into their Photo app in order to view them. They may want to preview them first, decide which ones to import as Live Photos, which to import as still images, and which to not import at all.
Right now, Finder can't preview a Live Photo, neither can the Preview app.

You could simply share the video component of the Live Photo with your friends and family. Just convert it from HEVC to a more compatible format, if you import the Life photos in the space saving HEVC/HEIF format.
Which version of iOS and MacOS X have you installed?
Photos on iOS 11 can convert Live Photos to animated gifs.
And Photos 3.0 on High Sierra will hopefully soon get an update that lets you export the Live Photos as animated gifs too. Animated gifs can be used on many computers and web sites and are more easy to share than Live Photos.
