Can I block my own number from calling myself?

I know the topic seems strange but here is the situation.

Scammers have gotten much better. Only a few days ago, I received a phone call on my landline FROM my landline! Obviously, that is impossible so scammers have found a way to clone my own number and call me from it so as to circumvent call blocking. (According to my provider, I cannot block incoming calls to my landline from my landline.)

Tonight, my wife received a phone call on her iPhone from her iPhone (according to caller ID). If we block her iPhone number, will that affect the function of the phone?

Again, to be clear, it is not a question of "hiding" her number when she dials out to people, only blocking her phone number from being able to call itself.

Hope this makes sense.
