if you mean sim locked then only the carrier it's locked to can help you

if you mean it's disabled If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support

if you mean your appleID is disabled If your Apple ID is locked or disabled - Apple Support
