Hack? Someone else is in charge of my family sharing, but i have never set it up, cannot make purchases

Tried to make a app store download but came up with family share with my email but chinese name, i have never turned on or setup family share? what can i do to resolve this...

iPhone 6s, iOS 11.2.6

it was years ago but was able to restore it with apples help, so think this is an issue from then ... but to answer you question, no current apple account is secure
