You can't use an Android to monitor an Apple with Find my iPhone unless you can login to icloud.com through the browser. I'm not an android user but do have windows and this works for that. If two-factor is on and the apple is not with you - that won't work - if it is possible to work.
Sorry. No idea what you mean by "monitor iPhone".
What are you hoping to accomplish?
2-factor should not be needed for Find-My-iPhone since the lost phone may be the one used for 2-factor authentication.
