You do not have "many system libraries" as it is only possible to have one at a time -

To merge libraries Use iCloud Photo Library setting each one as the system library and letting it sync completely then setting the next one - at the end you will have one system library containing everything except your projects and if you are not using high Sierra you face identifications -- Notes on Merging Photos Libraries

There are other ways to sort of merge libraries but you lost a lot with any other way

yep you are correct merge many libraries, I don't really use the cloud so don't have the space.

You could sign up for more iCloud storage just for a month, so you can merge your libraries in iCloud. If you do not use iCloud, you will have to export your photos twice from your libraries, the edited versions and the originals and import them as separate items to the merged library. It will blow up the library size considerably.

Your choice neither of those keep the edit history and you have only the original photo or the edited photo (which ever you choose) as the original
