I'm a family subscription holder, one of members did subscribed for recurring in app purchase, can I somehow unsubscribe from it? Or it can be done only from members phone?

It can only be done via the account that the subscription is on, it doesn't have to do done directly on their phone : View, change, or cancel your subscriptions - Apple Support
