why do am I required to have a credit card on file for the App Store?

long story short: I have funds in my account, my apps need to be updated, the App Store responds with “payment declined” when nothing has changed, and now my apps won’t update. Exactly what do FREE apps have to do with my credit card information and why can’t I just delete my card off my phone? It’s quite ridiculous that I can’t update free apps without credit card information. I don’t seem to be the only person with this problem so perhaps removing that requirement is in order.

You don't have to have a card on an account (except in particular circumstances), but when you do have one it has to be a valid card and pass the iTunes validation, whatever you are trying to download. Either replace it with a valid card or see if you can remove it : Change or remove your Apple ID payment information in the iTunes Store - Apple Support

Thank you but I have already been through all of that, this is the second time this has happened. The card and all of its information hasn’t changed and the apps are generic, nothing too special but still won’t update because the payment is “declined” even though there are funds, it’s like Apple wants to make a transaction to make an update and it will NOT let me remove the card. It’s my only card.
