Can't group objects

I'm running Pages version 6.3.1, on MacOS High Sierra 10.13.3. I'm trying to hyperlink a photo, so I've created a text box with the link, and I'm trying to select both objects to group them, but it's not working. I've tried using command + clicking on the objects I want, and using shift + clicking on objects that I want. Every time, it just selects the new object I click on. Anyone else experiencing this problem/have a solution?

What I normally do is:

  1. With the image and the text box selected, visit the Arrange tab and set Text Wrap to None. Now the document objects will not repel one another.
  2. Scale the text box to about 90% of the image. This leaves a workable image boundary.
  3. Fill the text box with a hashes (#) to give the most internal text box coverage. The larger the better without overflowing the text box. You can tinker with the line spacing in the text box to create a denser pack of '#'.
  4. Center the text box over the image.
    1. Select all within the text box, and from the Style tab, set Opacity to 0% so your hash field vanishes.
    2. The hash field is still selected, so right-click over the now invisible selection, and Add Link.

      When you have set the link, click outside of the text box to avoid opening the link.

    3. Drag around both objects to select them, and then you can group them from the Arrange tab.
  5. Your hyperlinked image will survive into a PDF, but probably not MS Word.
