Safari Accent Menu Not Working (but works in other apps)

I'm using High Sierra 10.13.3. I've added French as a secondary language and the accent menu work in apps (MS Word, OneNote, TextEditor, etc...) however, the accent menu does not appear when I try to use it in safari.


I've tried adding the ApplePressAndHoldEnabled command and I've tried in the guest account. Both don't enable the accent menu. My default encoding is set to Western (ISO Latin 1) and I've changed it to Unicode, but this didn't resolve the issue as well.

Has anyone encountered this issue and know a why to enable the accent menu while using Safari?
