I cannot get my Ipad to connect to Apple TV via Bluetooth. I have already restarted the Ipad.

I am trying to get my Ipad to recognize Apple TV via Bluetooth and all it does is spin. I have already restarted the Ipad and it is still not connecting. I have the WiFi shut off on the Ipad. I live in an area that has limited internet so the idea was to download videos to my Ipad somewhere else and then use Apple TV via Blue tooth and mirror. Is this possible?

You need wifi on as both devices need to be on the same network. This article should help. Get help with AirPlay and AirPlay Mirroring on your iPhone, iPad, or iPod touch - Apple Support

Yup,

Both the Apple TV and iDevices need to be on the same WiFi network.

You do not need the Internet to uss WiFi, you just need the WiFi signal to make a network connection.

You could just purchase a WiFi ONLY router without the MODEM part to get yourself a local WiFi signal where you are.

Then you use AirPlay over WifI between the Apple TV and your iDevices.
