I can’t add a credit card to my account Apple ID. Why’s that so?

Open the App Store and scroll to the bottom right hand corner where you should see a flag. If it isn't the flag for the Ukraine Store, you can't use a Ukraine credit card. The screen shot shows the Ukraine Store. You also must have a Ukraine billing address.
