How to fix time stamp on some videos

Recently i downloaded all my stuff from icloud to my PC using icloud photo app. All videos and photos up to 2017 has the correct time stamp. It is in 2018 that videos appear with todays date, Most problems i have researched have an issue with all videos sent to the PC, but in my case its only 2018 which is why it makes it confusing.

Any suggestions on how to solve this ? also on why is it doing it?

Photos I am unable to export movie clips with their original date. The date is changed to the date when it is exported. This does not occur when exporting pics. They retail their original date. Exported files show wrong created date in Finder I tried exporting a video file 3 different ways... from the file menu: "export video", "export unmodified original of video", and drag & drop from the Photos app to my desktop. When I view that file with finder the dates, specifically important to me is the "created date" is wrong, and they werent all the same date either. 2 showed yesterdays date, and 1 showed a date from 3 days ago. The file is used was 7 days old.This question has come up multiple times in this forum, but no one answer gives a fix. Please help.

Photos I have imported a MP4 video from my Sony video camera to my Macbook and it shows up in the finder with the correct date and time. However when I import this to Photos the date and time has been altered to 13 hours in advance. Any clues?
