why is there a download icon underneath my apps?

iPhone 6s, OS 11.2.6

Download icon under each individual app. When app pressed, app says”waiting” then updates.

This happens daily.

When not connected to WiFi or good cell signal, app will stay in waiting mode, unable to use app

iPhone Apps not updating about a week ago my apps stopped updating. When I click on an available update it spins in a circle for a few seconds and then the update button pops back up. I’ve updated my phone to 12.4 but the problem is persisting. Any suggestions?
