Assuming the name means exactly what it says, it's an uninstaller app you would use to remove the app iNet from your Mac.


No idea what the separate .plist (preference) file would be for.


As Kappy noted, EtreCheck will question things it doesn't recognize. That doesn't automatically mean they're bad, it just isn't possible to for the app to know the exact usage of literally billions of files that can be on any given computer.
