Apple ID review

I’m having troubles trying to sign in to my Apple ID on the App Store so I can buy apps. When I sign in, it tells me that it needs to review my account. So I start going through the review and when I get to payment and billing I start having troubles. When I plug everything in for credit card info, I hit continue and it tells me that not everything is filled out. I’ve went over everything countless amount of times and everything is indeed filled out. I’ve even tried the option of no payments. When I hit that, fill everything out, and hit continue, it still says not everything is filled out. What do I need to do?
