My IPad is stuck?

My IPad is seems to be frozen, but it’s on this gray and white screen. I have tried to restart it, nothing happened. The IPad has not been dropped. The touchscreen is unresponsive. The buttons do nothing. Please help, what is wrong with and how do I fix my tablet?
