What do you mean one number won't work? Are you referring to being at the passcode screen, or when you say startup, do you mean it is at the screen that shows "Hello"? If you have just forgotten your passcode, then see this for resetting it. If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support If you are referring to Activation Lock, you will need the Apple ID and password originally used to activate the device for getting past that.
