Is this a bug. Should Photos always be opening to the original Welcome Screen. I have restarted OS. Sill no matter how many times I open a Library Photos pauses at the Welcome Screen. This is causing 3rd party apps that launch Photos to stall and Photos to become non-responsive.

Make sure your macOS is up to date.
Open the App Store then select Updates from the menu.
Thaks for the suggestion. I did have an update. Installed but did not correct this behavior.

That normally will resolve this, did it for you? if there is no system library selected yu will always get the welcome screen
