Consider trying the following steps:

Press and hold the power button and the home button at the same time. After about ten seconds, your phone will turn off. Make sure to continue holding both buttons until the Apple logo appears. Then release the buttons.

Try ejecting the sim card tray and reseating the sim card. Details here:

Remove or switch the SIM card in your iPhone or iPad - Apple Support


If it still does not work, you may need to contact your Cell service provider and request a new sim card as yours may have failed.
