Question: Pause Button Mutes Safari and Spotify in High Sierra

I'm having trouble with the universal media keys in High Sierra. Say I'm playing Spotify in the background, and I go watch a video on YouTube. I hit the pause button to stop Spotify, and Safari becomes completely muted! I have to quit both apps and start Safari again, which is highly annoying. If I hit play, both come back on, and I can't disconnect the two. I want the media keys to just play Spotify or iTunes, and not have the keys interfere at all with web browsers, Chrome included. Anyone know how to do this?
