How can a developer of apps be held accountable for robbing users?

I noticed some other people mentioned about a galaxy attack game, how they purchased an advertised product on the game and Ian Sloan, the developer, failed to deliver. This has recently happened to me. My question to Apple support is whether, after countless claims, would Mr. Sloan be somehow penalized or banned from marketing his or her product on apple apps store. At the very least, people should be warned about purchasing anything from this game, but be told to play the game as it is. Please be reasonable with those of us who have lost money from this developer, failing to do so could warrant more harm than good.
