Could not connect to Hotspot in iPad mini

I turn on my iPhone 6 personal hotspot, and try to connect to my iPad mini, however it says : Remote Hotspot Failure, unable to start personal hotspot.

At the same time, my iphone6 personal hotspot successfully connected to another iPad Air.

Iphone6 and iPad mini uses the same Apple ID account.
