I can’t download apps

I switch my phone with my husband anytime I want to download apps it keep pop up that my I’d is locked for security reason n I tried to change my password but it keep saying same thing my is locked

As well as resetting the account's password have you also done : What to do after you change your Apple ID or password - Apple Support ? If you have and are still getting the locked message, contact iTunes Support and see if they can/will re-enable it : http://www.apple.com/support/itunes/ww or https://www.apple.com/emea/support/itunes/contact.html
