How do I delete iCloud files locally on iPad iOS 9, w/o deletion of the file on iCloud?

I looked on line an found nothing definitive but I have some audiobooks on my iPad that I have downloaded from from iCloud and they are now local on the iPad. The problem is I'm running out of space and the only option I can find to remove the local files on the iPad is to delete the file from the Cloud itself.

Is there a way to removed the local file from the iPad and keep the iCloud file so I can re-download it again if I need to from the iPad? If not do I need to remove it from iCloud and then put it back manually?

iPad Mini Wi-Fi, iOS 9.3.5

I believe, once you remove it locally, it's removed from iCloud as well. You may have to remove it entirely as you suggested and put it back in the future.
