If both devices use the same Apple ID in the App Store, then these apps (or any content) will be marked as already purchased, and available with a cloud symbol for re-downloading without transaction.

You can download these again in the App Store from any device, or even set it to automatically do so. Note that some select apps are available only for iPhone or only for iPad, at the discretion of the developer.

If you use the same Apple ID on your iPad as you do your phone, all you have to do is go to the App Store on your phone.

Tap the circle at the top right of the page (it may contain your ID picture).

The apps should appear on the right with a cloud next to them on the right hand side. Tap the cloud and they will download to your phone.

You can no longer manage apps on iTunes.

The Transfer Purchases function doesn’t work for applications in iOS 9 and newer. Redownload them from the iTunes Store and/or sync them from your computer.

It is also possible that some of the apps you were using with iOS 9 are no longer supported under iOS 11.
