Go to System Preferences/iCloud/iCloud Drive/Options to turn off syncing. Copy the files from iCloud Drive to the desired folder. If desired, you can then delete the files from iCloud if syncing is turned off.

What I prefer is that my documents be on my laptop and not in the cloud. I would like to take them out of the cloud but not lose them from the laptop. And I would like to be able to be selective as to what I put in the cloud. At this point every document I create goes to the cloud automatically. I would like to be in control of that.
Only the documents you save to the folders you have selected to sync to iCloud are synced to iCloud - to stop using iCloud turn it off - to use it selectively save local documents to a non synced folder,and documents you want on iCloud to a synced folder

From this I am assuming you just need to make sure they are not in your Desktop or Documents folders.
