I believe this charge is wrong because I think it was for additional data on an iPhone I no longer use.The

the charges of $.99 are affiliated to an old iPhone that I replaced 2 months ago. How do I stop the charges in the future?

Storage is not for a particular model, it is for a particular Apple ID regardless of what hardware you have. If you are still using an iPhone you may want/need to continue with the upgraded storage because you may still be using it without knowing it.

Downgrade your iCloud storage - https://support.apple.com/HT207594 - For some people "Done" does not show, in which case contact Apple support.
